BOARD OF TRUSTEES

In Person MEETING

February 19, 2024 at 6:30 p.m.

 

Present: Joseph Burke (Director), Rachel Lane (President), Christine Carpenter (Vice-President), Tracy Mayer (Treasurer), Katherine Nelson (Secretary), Jeff Perlee, Raelee Grimm, Rebecca Stumpf, Katie Barker

 

Absent: Deborah Marion-Katz, Paul Scilipoti (Asst. Treasurer)

 

1.      The meeting was called to order by Rachel Lane at 6:33 pm.

2.      Public Comment Period
Amanda Beedle on behalf of the Town Board and Bonnie Jean Johnson of Guilderland EMS spoke about the need for Narcan kits to be available to the community in case of opioid overdose. The kits also include test strips to test for the presence of xylazine and fentanyl, as well as information for those seeking help for substance abuse. The kits have been extremely helpful at Town Hall and public libraries across the area. Seeking permission to stock free kits in the library vestibule.

3.      Additions to the February 2024 agenda
No additions.

4.      Review and acceptance of minutes of January 15, 2024 meeting
Motion to accept the meeting minutes by Raelee Grimm, seconded by Jeff Perlee. Accepted by the board.

5.      Treasurer’s Report
Motion to accept the February 2024 Treasurer’s Report by Jeff Perlee, seconded by Rebecca Stumpf. Accepted by the board.

6.      Director’s Report
Joe Burke shared the Director’s Report for February 2024. Motion by Jeff Perlee to authorize the Director to engage an attorney to follow up on the board’s request for an environmental impact study for the projected increased train traffic up to $2,000. Seconded by Christine Carpenter. Accepted by the board.

 

7.      Committee Reports

a.      Building:

                                                        i.            Proposed expense: $1,200 for sprinkler system repair. Motion to approve the expense by Tracy Mayer, seconded by Christine Carpenter. Accepted by the board.

                                                       ii.            Overhead fans will be repaired next week.

b.      Finance: Nothing to report.

c.       Sustainability:

                                                        i.            Sustainability Checklist - A checklist has been drafted to guide our decisions as a board, feedback is encouraged as we start to apply it.

d.      Communications & Engagement: Nothing to report.

e.      Gala & Events:

                                                        i.            Proposed expense: $9,000 for Masie’s Catering. Motion to approve by Christine Carpenter, seconded by Raelee Grimm. Accepted by the board.

                                                       ii.            Proposed expense: $2,000 for Flowers & Fine Arts Building rental. Motion to approve by Tracy Mayer, seconded by Katie Barker. Accepted by the board.

                                                     iii.            Proposed honoree: Peter Brabant, retiring Altamont Elementary School principal. Motion to approve by Jeff Perlee, seconded by Raelee Grimm. Accepted by the board.

f.        Personnel: Nothing to report.

g.      Policy:

                                                        i.            Proposed changes to AFL Board By-Laws - The board will have a month to review the proposed changes before voting at the March 18th, 2024 meeting.

h.      Program:

                                                        i.            Proposed naming of the Spinning Room as additionally insured for Silent Book Club and other library programming. Motion by Christine Carpenter, seconded by Tracy Mayer. Accepted by the board.

8.      Old Business
None.

9.      New Business

a.      Naloxone distribution point in the library vestibule - Based on public comment, the board will move forward with a cabinet in the vestibule to house the kits. Motion to approve by Rebecca Stumpf, seconded by Katie Barker. Accepted by the board.
